Uno studente su dieci in Italia abbandona gli studi prima del termine della scuola secondaria, e diventa un cosiddetto ELET (Early Leaver from Education and Training). Uno studente su tre non raggiunge le competenze di base al termine del ciclo di istruzione. E la percentuale sale nel Mezzogiorno e nelle Isole: il 45-47 per cento dei ragazzi è a rischio di disagio scolastico, contro il 26-27 per cento delle regioni del Nord.

Al fenomeno si associano caratteri individuali o familiari, ma anche collettivi: le risorse distribuite in modo diseguale sul territorio, il disagio economico, il tasso di disoccupazione. E, spesso, anche il tessuto civico poco sviluppato, come l'assenza di reti di sostegno o di spazi di socializzazione.

L'UVI, basandosi sui dati ISTAT e INVALSI, ha tracciato una mappa della povertà educativa a livello nazionale e regionale, approfondendo sia le conseguenze negative sulla partecipazione al mercato del lavoro e sulla coesione sociale, sia le iniziative di policy adottate per la prevenzione precoce del fenomeno

Educational poverty in Italy. Is there a gap between the North and the South when it comes to the distribution of basic knowledge?

One in ten students in Italy drops out of school before completing secondary education, becoming what is known as an ELET (Early Leaver from Education and Training): they are neither in education nor in employment. . One in three students fails to achieve basic skills by the end of their education. And the percentage rises in the South and on the islands: 45-47 per cent of young people are at risk of educational disadvantage, compared with 26-27 per cent in the northern regions.

This phenomenon is associated with individual or family characteristics, but also with collective ones: resources distributed unevenly across the country, economic hardship, unemployment rate. And, often, also the absence of support networks or spaces for socialisation.

UVI, drawing on data from ISTAT and INVALSI, has mapped educational poverty at national and regional levels, examining both the negative consequences for labour market participation and social cohesion, and the policy initiatives adopted for the early prevention of the phenomenon.
