Honourable Bills. Legislative proposals submitted by Senate Parliamentary Groups: who introduced what in the 17th parliament?

During the 1,833 days of the past parliament, from 15 March 2013 to 22 March 2018, 2,762 wereintroduced and received their first reading in the Senate. 92 percent of these bills were sponsored by Parliamentary Groups, i.e. as many as 2,539. But what topics did Senators focus on? Which issues attracted the attention of the thirteen Senate parliamentary groups?

This study offers a first comprehensive answer through an analysis based on 3,600 indicators from the TESEO database of Senate bills. Almost half of these measures focused on justice and constitutional affairs, health, culture and pensions. Family and children come after armed forces, safety at work follows trade law. Foreign trade, local finance, Southern Italy and Energy are the least popular topics: all of them combined account for less than 1% of all bills submitted by parliamentary groups.
